      Attachments drag-and-dropped in VIEW mode are not considered minor edits, however attachments drag-and-dropped in EDIT mode are.

      Steps to Reproduce

      1. Create a page and save it
      2. Drag and drop an attachment onto it
        • Observe that you received an email about this attachment
      3. Edit the page
      4. Drag and drop another attachment
        • Observe that you DO NOT receive an email about this attachment
