Unable to Move Restricted Pages Within Same Space

Summary

Users without rights to restrict pages within a space will not be able to move restricted pages within the same space

Steps to Reproduce

1. Create a regular Confluence user (UserA)
2. Create a new Confluence space using an admin account (AdminUser)
3. With the AdminUser account, create a page that has editing restriction applied to it (PageA). You can even add the editing restriction and set it to UserA
4. Logout and login using the UserA account
5. Move PageA to another location within the same space

Expected Results

UserA should be able to move PageA to the other location without any problems, since the user is able to create a page within that same space under that new parent page

Actual Results

The below exception is thrown in the UI

You can not restrict pages in the destination space. Remove restrictions before moving page.

We should at least have a better message to say why this move is not possible.
