Summary

In Space Permission page, Users that does not have the Can-Use permission are not able to be granted with space permission

Steps to Reproduce

1. Create a user, make sure that this user does not have the Can Use permission (from the Global Permission page)
   
2. Go to a space > Space Tools > Permissions > Edit
3. Under the "Individual Users", try to add the user
