UserPicker should use the new query system and the PagingIterator

We will no longer use PaginationSupport when paging users or groups. The UserPicker should be refactored to

• use the PagingIterator in Atlassian-User
• use the new query system for searches. All searches should be repository specific, so we will need to also provide a selectable menu of user repositories.
