Confluence the plugin "Confluence Quick Reload Plugin" is auto enable after restart

      Step to reproduce the issue:

      1. Disable the plugin "Confluence Quick Reload Plugin" via the page "Manage add-ons"
      2. Restart Confluence.

      Expected result

      The plugin should remain disable.

      Actual behaviour

      The plugin is enable again upon restart. Although the plugin is showing in the "'plugin.manager.state.Map'" value that status set to false.

      The same problem reproduced with the plugin "IM Presence NG Plugin" and those 2 HipChat integration plugins as well.
