Confluence should not attach the attachment when a file is accidentally drag and drop into a page while in view mode as viewing the page does not mean that user are going to add something to the page.
This issue is now reproducible in Windows 10 with Google Chrome 96. This can not be reproduced in Mac OS X with Chrome 96. Issue also does not occur in Cloud. Issue only reproducible in Server.
