Apache XML-RPC has issues encoding and decoding UTF-8 characters sent via the XML-RPC interface

    Description

      UTF-8 characters, such as û would be scrambled if sent via the XML-RPC interface, causing problems when creating users, etc.

      This is due to a bug with Apache XML-RPC 1.2b2+CONF1188.
