Be able to choose the User Directory when adding a new user

      Currently, when adding a new user in Confluence, Confluence will add this new user to the directory that has the highest hierarchy from the User Directories page.

      It'll be great if administrator able to choose the directory that a new user will be saved in, just like the feature that has been implemented in JIRA 7:
