Cancelling a user deactivation when there are UTF8 characters in the name results in an error

      If you go to the confirm deactivation screen for a user, when there are UTF-8 characters in the name, but press "Cancel" an error page is displayed, saying there isn't a valid username.

      This is due to some problems with the encoding of the username.
