Disabled bundled plugins are re-enabled after a Confluence restart

      A customer disabled the Mobile add-on in Confluence, but after restarting the service, the add-on was automatically re-enabled.

      I tested on the Confluence 5.8.17 and this issue doesn't happen.

      Steps to reproduce:

      Confluence 5.9.1

      1. Go to the Manage Add-ons page.
      2. Search for the Mobile add-on.
      3. Disable it.
      4. Restart the service.

      Results:
      The plugin is re-enabled.

      Confluence 5.8.17

      1. Go to the Manage Add-ons page.
      2. Search for the Mobile add-on.
      3. Disable it.
      4. Restart the service.

      Results:
      The plugin is still disabled.

            Tested with version 5.9.2 and the problem occurs in this version as well. Breaks my brikit theme press addin usage. Please fix!

            This is breaking theme add-ons like our Theme Press or RefinedWiki's Mobile Client, as they depend on the Confluence Mobile plugin not intercepting the mobile view.
