      Problem Definition

      There are number of reasons mail queue could stuck with no notifications going out. Admins will not be informed to this unless they opened the mail queue page in the browser.

      Suggested Solution

      Allow admin to monitor mail queue status over REST API calls

      Workaround

      Monitor via JMX as per https://confluence.atlassian.com/doc/live-monitoring-using-the-jmx-interface-150274182.html
