Uploading word document converts paragraphs to line breaks

      Steps to replicate

      1. Install Confluence 5.8.13
      2. Create a word file as below:
        Testing

            It still exists in Confluence 7.13.3

            Thanks! I used Server for years, then Server and Cloud, and now Cloud exclusively, so I can't test this latest version of Server.

            I did look for a second notification that showed the Close event, but it's nowhere in my mail; that's what made me fret.

            This is the matching issue on Cloud, where I've verified that the importer is still misbehaving: CONFCLOUD-52250

            Hi mary.connor - thanks for your comment and bringing my attention to this issue; could you please confirm what version of Confluence you are using?

            For the notifications, they may have been batched - there would have been two notifications, one for updating the release version and a second for transitioning this issue to Closed, as this requires two separate actions in Jira.

            Makisa Appleton (we can't target you in your Jira), please reopen this issue. This isn't an editor problem, it's an import problem, and it's just as crucial as ever.

            Microsoft Word imports are a primary means of bringing in new content into Confluence, so having the content come in broken, requiring hand editing on every page, is a mess. It makes me hesitate to recommend Confluence to other tech writers.

            And here's what has me even more upset: the Jira notification on this ticket didn't reveal that it was closed; in fact, the change it reported was the issue being targeted to a release! Something in the ticketing system is broken!

            This is a HUGE bug, as Word is the key mechanism for importing content! Paragraph marks are replaced by manual line breaks on everything that isn't formatted as a heading, list, or table.

            This equally hurts Confluence Cloud, so a matching issue needs to be opened there.

            Thats part of my word document

            This is what i expect:

            Das Kontextdiagramm bildet die Außenbeziehungen des Systems ab.

            Das Rechteck in der Mitte repräsentiert dabei die Anwendung. Alle mit Linien verbundenen und kreisförmig darum herum angeordneten Rechtecke repräsentieren die Komponenten, die mit dem System interagieren.

            Bei allen Komponenten sind die zuständigen Organisationseinheiten und die verantwortlichen Ansprechpartner anzugeben.

            And this is what i get:

            This is a very annoying bug if u have to import large word documents.
            I need

            <p>Absatz</p>

            instead of

            <p>Absatz<br /> Absatz<br /> Absatz</p>

            I never find out, on what conditions it stays a paragraph and when it will be convertet to <br/> or <br class="atl-forced-newline" />.
            Unfortunately it's also nearly impossible to fix this via xml export / import (yes, i try to fix entities.xml)

            Please Atlassian, repair your word importer,
