No Email notification

Dear Atlassian team,

we import our user via LDAP into our confluence system. The are some user without an email address. An we have a space where some of this user are in the watch list. The problem is that the system sends notifications to the first user with mail address. The problem is if the system have a user without mail address the following user in the list didn't get a notification no matter they have an email address or not.
