Summary
- Anonymous users with only view permissions can see the add comment pin and can add comment however this is not saved as well.
Steps to Reproduce
Anonymous user with only view permissions
- Grant anonymous access to Confluence with only view permissions on the Space
- Try to access the Page create earlier and open the attachment
- Try to add comment on the attachment and reopen the attachment
Expected Results
User should not be provided with an option to add comment as user has only view permissions including anonymous users , *they should not see the comment panel at all *
Actual Results
Sometimes anonymous users are provided with an option to add comment. Event though users add comment it does not appear on the attachment

Tried re-indexing but did not solve the issue
No errors in the log file
