Restrict global templates to be available only to some space categories

      At present global templates are available to all spaces, which is not always ideal if there are a large number of templates. Alternatively, a space template could be created and then re-used in multiple spaces, this is also not ideal as any changes made to the original template would not be made on any copies.

      It would be great if global templates could be configured to be available only to spaces with a defined space category, this would keep the globally available templates in the create dialog to a usable size, while also allowing templates to be managed centrally.

      An example from my experience: Our PMO would like to turn 50 word templates into Confluence templates, however these templates are only of use to project spaces, not team spaces, knowledge bases etc. Adding these templates globally would lead to usability issues for all other users of Confluence, however they need to be available in approx 100/280 spaces so it's not feasible for them to be created as space templates.
