      This test is failing because the BootstrapManager has not been initialised at this point.

      This wasn't picked up by the R5.8 builds as these tests were not being run in that set of builds. This is being worked on in CONFDEV-35102.

            It's only a failing test, not an actual bug, but I believe I'm blocking because the builds are red.
