Fix up db setup checks

Our database startup checks are non-existent or executed too late. We should provide a better solution to our customers as this is a huge pain point for support.

An example is issue CONFDEV-27706, this check runs after the schema has been created, (this is how most checks are done), by this time it is too late if the customer forgets to put the collation or isolation right and usually means they'll need to blow away the db and home directory.

We should either provide a check before any db insert/create statements and/or provide a 'Test Setup' button where we can do these db/driver checks.
