@ character not escaping properly in URLs

The @ character is not properly escaped in URLs on Confluence, causing problems with the file previewer amongst other things.

Steps to reproduce:
1. Create a page with an @ symbol in the title.
2. Save the page
3. Note that the URL is not escapes (@ should be replaced with %40), nor does it redirect to the pageid version of the URL

One weird thing to note is that if @ is at the end of the title, it correctly produces a pageId URL.
