Reduce or remove weighting of inline comments in the "Popular" tab

      The dashboard "Popular" tab is intended to show the content that has gained attention - likes, comments, etc. Content which has a lot of interaction is pushed to the top, and the top 3 goes out in "recommended content" emails.

      With the new "Inline Comments" feature, this model is not quite working in the same way. A page which is a "work-in-progress" is likely to get a lot of inline comments as different people review and contribute. Each piece of feedback is counted as a single "comment". This does not mean that the page is popular, and it may not yet be ready for sharing more widely.

      As pages are open by default, this means that unfinished drafts can start appearing as the most popular content items, above the actual published blog posts which have fewer comments overall.

      I suggest that inline comments should be weighted differently from regular comments to avoid this.
