Copying a mention from a draft in one instance to another will replace the mention with a link to the page itself

    Description

      I had this page content in EAC and copied it to PUG. My @mentions are now links to the page itself. I of course saved without realising and wondered why no one who was mentioned had engaged with the page.

      Steps to reproduce:
      1. Start creating a page on a Confluence instance, insert an @mention in the page content, but do not save the page
      2. Start creating a page on another Confluence instance - copy the contents from the editor in Step 1
      3. At this point the user mention looks like it's been copied across successfully
      4. Add a title and publish the page
      5. Observe that after the page has been saved, the mention has been replaced by a link to the same page
