Upload Image Button not working if disabled drag and drop plugin

Environment
Internet Explorer 10, 11
Google Chrome

Steps to reproduce:

1. Disable the drag and drop confluence bundle plugin (might just be Image Dialog Client (image-dialog-client))
2. Edit a page
3. Click Insert > Image
4. Click the "Upload Images" button

What is expected:
The image selector dialog pops up

What actually happens:
Nothing happens, and no error in the logs either

Workaround
Turn the drag and drop confluence bundle plugin back on
