The basic use-case is to allow anonymous access to a single page within an otherwise restricted space. See: https://answers.atlassian.com/questions/95242/how-to-grant-anonymous-access-only-to-a-single-page-in-confluence
Currently you can only restrict pages, but you can't explicitly grant permissions.

Thanks for all your votes and comments on this suggestion.
We’re planning on making a number of improvements to Confluence permissions over the coming 6-9 months, and this is one of the suggestions we’re strongly considering implementing. We fully appreciate the current difficulties involved in not being able to ‘add’ page restrictions within a hierarchy which is overall more restrictive.
We haven’t started investigating the complexities involved in potentially implementing this suggestion yet, but we’ll provide you with an update once this investigation start.
