Label count of newly created page is incorrect for anonymous users

Steps to reproduce:

1. As an anonymous user, create a new page from the Meetings Blueprint
2. Click cancel in the editor - this should save a draft
3. Create a new blank page
4. Check the tooltip of the labels icon and notice that it says there is 1 label on the page
5. Click the icon and the dialog shows with no labels. The label count will also corrected to 0
