System plugins do not show upgrade option if a new version is available

    Description

      NOTE: This bug report is for Confluence Server. Using Confluence Cloud? See the corresponding bug report.

      Steps to reproduce

      1. Download and install the latest version of Confluence
      2. Browse to "Manage Add-Ons" and choose system add-ons
      3. Search for the Confluence HipChat plugin
      4. See that at this date (April, 23d of 2015) the latest version shown is 6.8, and there is no update option
      5. The latest version of the plugin is actually 6.1.8.1, which can be downloaded from the marketplace

      Current behaviour

      The user doesn't have any option to update the system plugin

      Expected behaviour

      Provide the option to update the plugin just as in user-installed plugins.
