Add functionality for Panel Macro's "Title" to show in Table of Contents

      Our org loves the panel macro, the only catch being that the titles don't populate in the "Table of Contents" macro. Adding a drop-down to the panel macro (off, 1, 2, 3, etc) would solve it for all, but I'd be happy with an option that's only accessible through a custom User Macro.

            This needs to be implemented so that it can also be compliant for 508 accessibility standards.  Assistive Technology will not be able to see that these are headers unless they are properly marked as headers.

            Panels are a really good way to visually separate content, and the header of the panel looks really neat – it would be nice to have it so that the title of the panel could be styled

            The best workaround I found was to add a header 1 (h1) header right before the panel that I wish to link to from the TOC, and change its font color to white. It does what you'd expect it to do, with the risk of having someone else pull their hair (Could be the future you), trying to figure out how did you do it, especially that when editing the page, you will not see the white header 1 titles.
