Similar issue to JRA-41593
Expected behavior
REST request should no longer be send to $URL/rest/analytics/1.0/publish/bulk when the Analytics is disabled ( Confluence Administration >> Analytics).
Note that the plugin is not disabled
Workaround
Disable Analytics Client Plugin from Manage add-ons -> System add-ons
