The Tooltip When Higlighting the Icon Inline Comment is 3/4 missing.

Summary:

Confluence 5.7's new feature, Inline Comment, has a tooltip that says "Drag this pin to add a comment", which is not fully visible when hovered.

Expected Behavior:

• The tooltip text should be raised to be visible
• The tooltip should be above the icon
