Behavior of the attachment API regarding setMinorEdit does not work anymore

I noticed in the scope of one of our add-on's on updating attachments that notifications were sent, also in combination if the attachment object (new attachment object) was marked as minor update. This was not the case in previous versions of Confluence (5.5 and 5.6).

The behavior is reproducible using Confluence directly (default UI) and also using the API based on a integration test.
