Incorrect Timezone for Moscow,St Petersburg,Volgograd and Minsk

      The timezone for Moscow,St Petersbur and Volgograd suppose to be GMT+3 however they are categorize as GMT+4 in Confluence.

      Similarly the issue also affect Minsk as the timezone is shown as GMT+2 where in fact it suppose to be GMT+3.
