If you use the TOC macro to generate on a heading with a question mark, the link generated doesn't work if you pass it to someone else.

Repro:

1. Make a heading with: How do I do this?
2. Apply a TOC macro on it
3. Copy the link generated by the TOC macro. It produces a URL similar to: http://confluence/xxx/PageTitle#HowdoIdothis?

The link doesn't jump the user to the anchored content.
