2 issues with Add Watchers

1. User in a group does not have option to Manage Watchers for his own pages
2. Others in the same group can
3. I disabled, enabled the user, had him loggoff/on without success
4. Added him to Admin group and it works
5. It's specific to one user as far as I know

1. Also, when I add Watchers, I get "Failed to add watcher: error"
2. I click OK and see it's cycling "Adding Watcher"
3. Click Manage Watchers and see he was added
4. It works but I'm getting the error above
