Logging in to Confluence doesn't redirect to the exact URL requested before requiring a login

Steps to Reproduce:

1. Create a space (for example, "Test Space" with a key of "TS")
2. The default page is created - for example: http://localhost:10552/confluence/display/TS/Test+Space+Home
3. Copy the URL in your web browser
4. In another browser (or incognito tab) paste the URL
5. You're asked to log in - the URL fragment contains: {{http://localhost:10552/confluence/login.action?os_destination=/pages/viewpage.action?title=Test+Space+Home&spaceKey=TS
6. After logging in, you're redirected to http://localhost:10552/confluence/pages/viewpage.action?title=Test+Space+Home&spaceKey=TS

Confluence should redirect to the URL that was provided before displaying the login screen.
