When people make themselves a watcher of a page they don't get e-mail notifications when the page is modified.

Checking the mail queue shows that there are numerous errors (com.atlassian.mail.MailException) - resending them only results in them getting put back in the error queue.

The server logs do not provide additional details as to why the mail is not getting through.
