Cyrillic file names change to ???? after downloading the file

Steps to Replicate

1. Install Confluence with oracle
2. Create a page with attachment macro
3. Upload a txt file with the following name "Тестовый_файл1" and "Test"
4. Download the file

Observed Behavior

The txt file with the following name "Тестовый_файл1" will be shown as "?????????1.txt"

Expected Behavior

User able to see the original name of the txt file "Тестовый_файл1"
