I found that restricted child pages (not the whole space), will still show on the Popular Tab.

Example:
User can browse a Space.
Restricted page is created and user can't browse it or see it in the Popular Tab.
Child page is created: User can't browse it because of permissions inherited from parent, but it is still listed on the Popular Tab of that user.
Expected: Child page shouldn't appear on Popular Tab since user doesn't have permissions to browse it.

Workaround:
Move restricted content to another restricted Space.

It looks like the work we did to fix permission handling in CONF-33446 did not cover child content.
