Add and Remove Group functionality missing

Currently testing version 5.5.2 of the Wiki (within the DEV environment) and the function to Add and Remove Groups is missing.

Following these steps but the Add Group functionality is not present on the page.
1. Choose the cog icon , then choose General Configuration under Confluence Administration.
2. Choose Groups in the left-hand panel.
3. Choose Add Group.
4. Enter a name for your group and choose Save.
