Allow OnDemand administrators to turn on CAPTCHA spam prevention

      Currently only System Administrators can turn on CAPTCHA for spam prevention in OnDemand.

      This should be either on by default in OnDemand instances (that have granted anonymous users permissions to comment or create content), or able to be turned on by the confluence administrator.
