Excerpt-include macro conflicts with toggle-cloak macro

When referencing an excerpt from a page that contains

and

within a 2nd page that also uses cloaks, the wires appear to get crossed.

When trying to expand a section within the except-include area, instead an area from outside that section expands and I am unable to access the nested information.

(In the attachment, you can see that by clicking the Toggle in 1., a cloaked bit of text in 2. is revealed.)
