Anonymous user cannot create blog posts in a space despite being granted the proper permissions.

      This was the case in 1.3.5 and still exists in 1.4.1 (we didn't touch 1.3.6 or 1.4.0).

      The Anonymous user can create Pages, and the Anonymous user can comment on existing blog posts, but the Anonymous user cannot create a blog post.
