For spaces users don't have permission for, allow users to request access

      Synopsis

      When browsing to a space that you don't have permissions for, Confluence give inconsistent warning messages - see https://jira.atlassian.com/browse/CONF-33608.

      If a user does not have access to a space, it would be great if the System Administrator could allow people to request access to the Space - either on a system wide basis, or a per Space basis.

      The flow of access request would work much like the current process for requesting access to a restricted page.
