In the Requirements macro, table inital display sort differs from 'click' sort

Sorry the summary was difficult to type.

This will be specifically for the "Requirements" macro, but may affect other sorting issues.

When, in the macro, I say "Sort on column = Title", the macro shows in the preview, for example:

1.0 - Requirement 1
2.0 - Requirement 2
10.0 - Requirement 10

The 'number' format is being considered in the sort.

Issue:

When the table is initially displayed in "View", the sort of the table will be

1.0 - Requirement 1
10.0 - Requirement 10
2.0 - Requirement 2

honoring a 'text' sort.

Now...interestingly enough, if you click on the "Title" header, it will resort the list, 1.0, 2.0, 10.0 in the order expected.

So, the issue is "The sorting is inconsistent"

May have something to do with CONF-26808
