Links broken in Confluence "edited comment" email notifications

When Confluence sends an email notification about a page comment having been edited, and the comment text contains a link to another Confluence page, the link in the email does not point to the page. Instead it points to https://hostname/#.

See attached example. (This appears to be working properly for comment notifications, but not for edited comment notifications.)
