Steps to Replicate

Install Confluence using the installer version
Proceed with the installation wizard and choose "Express Install" when ask
After Selecting Destination Directory click Next
After Selecting Start Menu Folder click Next
After Configuring TCP Ports click Next. ( Change the Control Port Number)
After reading Installation Summary Ccick Install
Click Finish After installation is ready.

Observed Behaviour

When you open Server.xml, you will see the server port number is still set to default.

Expected Behaviour

The Server Port(server.xml) should show the control port number that have been configured in Configuring TCP Ports.
