Possible to get duplicate blueprint entries in clustered mode

Steps to reproduce:

• Bring up a new or upgraded 2 or more node Confluence cluster
• Ensure the AO tables are empty, do not navigate to Confluence yet.
• Hit the create dialog web items end point on both cluster nodes at the same time.
• Duplicate data is inserted into the database.
