Disabling workbox or disabling In-app Notifications cause mention functionality to break

    Description

      Steps to replicate:

      Scenario 1
      • Go to Confluence Admin
      • Go to Manage Add-ons
      • Disable the following plugin;
        1. Workbox - Common Plugin
        2. Workbox - Host Plugin
        3. Workbox - Confluence Provider Plugin
      • Create a page then try to mention a user
      Scenario 2
      • Go to Confluence Admin
      • Go to In-app Notifications
      • Disable In-app Notifications
      • Create a page then try to mention a user

      NOTE: Disabling aforementioned plugins doesn't break mention functionality in Confluence version 4.x
