Use of the apostrophe in anchor causes linking issue

Details

    Description

      1) Create a new page
      2) Insert a text containing an apostrophe (e.g. Stakeholders' requests)
      3) Set the text as "Header 1"
      4) Insert a table of content
      5) Save the page
      6) Click on the just created anchor
      7) Copy the link in the browsing bar
      8) Create a new page
      9) Add a link
      10) Paste the address of the the anchor and receive an error: "The markup provided is not valid link markup"
