Unable to disable Space Template in Documentation theme with non System Administrator user.

Step to reproduce

Scenario 1
Unable to disable Space Template with non System Administrator user.

1. Log in to Confluence using a user without System Administrator permission in Confluence
2. Configured the Space with documentation theme.
3. Disable the template

Expected Result
The blue print for the particular space is disabled.

Observed Result
Even if the user click the disable button for the template nothing occur.

Scenario 2
Disabling the Space Template with System Administrator disable the global Template as well

1. Log in to Confluence using a user with System Administrator permission in Confluence
2. Configured the Space with documentation theme.
3. Disable the template

Expected Result
The blue print for the particular space is disabled.

Observed Result
All the same template are disable in all spaces and Global Template.

As you can see both the Global Template is disable as well once the administrator disable the template in a space with documentation theme.

This bug does not occur if the user is using default theme in the space.
