The user profile timezone menu has an incorrect value for Minsk

      The city of Minsk is located in GMT+3 but in the timezone dropdown menu where users can specify their timezone it is displayed as if Minsk is in GMT+2, see attached screenshot DropdownError.jpg for an illustration of the problem.
