Link in Confluence pages cannot be edited in IE9 when Page Layout and Scroll bar involves

This bug seems to be related to a fixed bug https://jira.atlassian.com/browse/CONF-28484

Steps to reproduce

1. Access Confluence in IE browser
2. Create a Confluence page
3. Insert Page Layout e.g. Two columns
4. Add text to all elements, add some links to that text.
5. Add a large image on the next line (large enough to have the scroll bar showing)
6. Now editing the links now will not work, the menu (Go to link, Edit and Unlink) are not displayed. The layout flickers when links are clicked.

Additional info

• It seems that it is only reproducible on a large image as you can see in the screencast
• It is also seems to be something with a large image and smaller column. Created page layout of "One column" and try to reproduce the problem with the same size of image as the "Two column" is not possible
• The issue occurs when there is page layout and scroll bar showing on the page. I can reproduce the issue with one page layout + scroll bar + with lines of texts.

Workaround

1. Edit the links using Confluence Source Editor in IE browser
2. Use Chrome or Firefox browser instead
