JUnit Report macro throws MalformedURLException on macro browser

      Steps to reproduce

      1. Create a page
      2. Add a JUnit Report macro
      3. The macro browser preview renders error: 
        Error rendering macro 'junitreport' : com.atlassian.renderer.v2.macro.MacroException: Error parsing JUnit report file: java.net.MalformedURLException: no protocol:

      This is probably related to CONF-31474
